Start with the security and communications requirement
Two buildings can have the same floor area and need very different systems. A retail site may prioritize entrances, cash-handling areas and after-hours monitoring. A hospital may require more controlled access and stronger availability. An office may focus on access points, lobbies and parking while also needing high-capacity data cabling for users and Wi-Fi.
How many CCTV cameras do you need?
Camera count should be the result of coverage design. Define the purpose of each view: detection, observation, recognition, identification, process monitoring or incident review. Lens choice, mounting height, lighting, obstructions and scene width determine whether a camera actually captures useful evidence.

Do not size CCTV storage by guessing
Storage depends on resolution, frame rate, codec, number of cameras, scene activity, recording mode and retention period. A specification that says only "30 days recording" is incomplete unless the recording assumptions are clear.
Structured cabling is infrastructure, not an accessory
Data cabling supports more than computers. Modern facilities may carry IP cameras, Wi-Fi, access control, VoIP, BMS gateways and other connected equipment. Pathways, rack space, labeling, patching, grounding, testing and future spare capacity should be planned as part of the building infrastructure.
What privacy issues should Philippine owners consider?
The Data Privacy Act requires reasonable and appropriate organizational, physical and technical measures to protect personal information. CCTV systems can collect information about identifiable people, so owners should think about purpose, authorized access, retention, disclosure, system security and internal policies. The exact privacy obligations depend on how the system is used and the data processed.
Who is allowed to view, export or delete footage, and is that access logged? A technically good CCTV system can still create risk if administrative controls are weak.
Network and cybersecurity questions for IP CCTV
- Are cameras isolated or segmented appropriately from user networks?
- Are default passwords removed and account privileges controlled?
- How are remote connections secured?
- Who owns firmware and patching responsibility?
- Are recorder and storage backups or redundancy required?
- Is time synchronization reliable for incident review?
What should be included in turnover?
Owners should receive device schedules, IP/addressing or network records as appropriate, rack and patching documentation, labeling conventions, camera views, credentials handover procedures, test results, warranty information and as-built drawings. For structured cabling, test certification should match the agreed cable category and project specification.
