Why late commissioning creates expensive problems

When commissioning is treated as a final paperwork activity, defects appear when schedules are already tight. Vendors may have left site, ceilings may already be closed, and one trade may blame another for failed interfaces. Planning earlier lets the team define prerequisites and hold points before work becomes difficult to access.

A practical commissioning plan

  1. Define systems and acceptance criteria.
  2. Build a commissioning matrix. Identify equipment, tests, prerequisites, responsible parties and required records.
  3. Complete pre-functional checks. Confirm installation, labeling, power, flushing, insulation, calibration or other prerequisites as applicable.
  4. Perform functional tests. Verify operation under normal, alarm and failure conditions.
  5. Test interfaces. Confirm signals between FDAS, controls, pumps, power systems, BMS/SCADA and other connected systems where applicable.
  6. Close defects. Re-test after corrective action.
  7. Turn over evidence. Provide reports, settings, as-builts, manuals, training and outstanding-item status.

Distribution equipment, protection, generators, ATS, metering and control interfaces according to project requirements.

Commissioning does not replace regulatory inspections or approvals. Fire-safety systems, for example, must be handled within the Fire Code and BFP framework. The project team should coordinate commissioning evidence with the documents required for acceptance, occupancy or owner turnover.
